    This is a hybrid position with intense focus on employee relations and senior level Human Resource Generalist functions with both administrative and strategic responsibilities in HR practices and objectives that provide an employee-oriented, high-performance culture.

    Specific responsibilities may include:

    • Provides day-to-day performance, labor relations, and behavioral management guidance to line management (e.g., coaching, counseling, career development, disciplinary actions, collective bargaining agreement interpretation/execution)
      • Refers complex matters to appropriate management staff/counsel.
      • Manages and resolves employee relations issues by conducting effective, thorough and objective investigations and executing on follow-up action plans.
    • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources and employment law.
    • Creates learning and development/training programs and initiatives that provide internal development opportunities for employees.
    • Employee relationship management from on-boarding through the life cycle and off-boarding.
    • Conduct stay interviews/exit interviews to identify reasons for employee satisfaction/turnover and make and execute recommendations.
    • Process and administer leave-of-absence requests, disability paperwork and FMLA.
    • Prepare and maintain job descriptions for each position in the organization; ensuring descriptions accurately reflect the work being performed by incumbents.
    • Assists with preparation of human resources policy, procedures, documents, reports, and labor agreements.
    • Embraces and outwardly supports the company’s Mission, Vision, and Core Values.
    • Compliance administration and reporting.
    • Committee facilitation.
    • Support and participate in the organization’s Continual Improvement Program and Quality Management System.
    • Other duties as assigned.

    Requirements:

    Education and training:

    • Bachelor’s degree in Human Resources, business, or related field preferred
    • HR certification preferred

    Experience:

    • Five years human resource experience preferred
    • Proven knowledge of multiple human resource disciplines, including employee and union relations, performance management, training development, and leave management processes.

    Knowledge and Skills:

    • Ability to build personal, relationship and organizational trust.
    • Excellent employee management, leadership, coaching and motivation skills.

    Position Title: Human Resource Director

    Salary: $109,651 - $154,801 DOQ

    Yellowstone County is governed by a three-member Board of County Commissioners, operates with a 2025 adopted budget of $182.4 million and employs approximately 524 FTEs. With a 2024/2025 departmental budget of $700,000 and a team of six full-time employees, the Human Resources Department manages critical functions, including payroll, safety, benefits, wellness programs, and employee grievances and complaints. Reporting directly to the Board of County Commissioners, the Human Resource Director serves as the chief administrator for all aspects of human resource management for the County. A bachelor’s degree in human resource management or a closely related field, and four (4) years of human resource experience, preferably in an upper management position in the public sector, or any equivalent combination of experience and training totaling eight (8) years is required. A master’s degree in a related field or SPHR certificate is desired. Candidates should have an understanding of labor negotiations and business practices as they relate to the public sector, a strong background in recruiting, employment, compensation, benefits, management training, employee communications and human relations, and effective presentation skills.

    Position Title: Employee Development Assistant

    The primary responsibility of the Employee Development Assistant is to provide support to the Director of Employee Development & Success and potentially other Executives in the organization. The majority of the support is administrative in nature with the overall goal of promoting effective and efficient operations in the Employee Development Department.
